Sure I would suggest a reasonable lightweight bat with high control and not so much speed as you are just starting out. Regarding the smaller hand, it is not something you should worry too much about as players of all ages can use a standard size handle. Smaller handle bats are available but these are generally aimed at young kids up to the age of 10.
I would recommend the Palio 2/3 star which is in the links above for you personally and it would suit you fine.

The best for spin serves would be one with tacky rubbers like the Stiga 6 star pro carbon or the Double Fish 9-star bat as these are extremely tacky rubbers. Remember it is also very important to practice your serves as the technique is extremely important.
Also, most of the budget bats like the Palio 2 star and DHS 3 star are great for creating spin and are a lot better than other branded beginner bats for the same price.
